Role Purpose
The NEOM project is being built from the ground up as a living laboratory incorporating sustainable cities, sustainable industries, communities, and high quality of living throughout, with technology-based services in health, education, transport, sport, entertainment, and other fields. Tourism will be a major economic driver and the number one job creator for NEOM and will be a key sector in developing the image and reputation of this new world destination.
NEOM will have its own ground-breaking Education, Research and Innovation Sector (ERI) which encompasses 3 major pillars, Neom U, ERI Foundation and Talent Academy, and they will act as the primary drivers of Higher Education in the region, working in partnership with the key employment sectors.
The core purpose of this role is to provide financial and operational support to strategic pillars within ERI and work closely under the direction of the respective Director/Executive Director.
In addition he/she controls and directs the personnel and activities within the pillar by adopting operational plans, carrying out performance evaluations, and supervising all daily activities in keeping the business productive, efficient and organized at all times.
KEY ACCOUNTABILITIES & ACTIVITIES

  • Build & maintain thorough knowledge of the relevant ERI Pillar, its finances, sourcing requirements, staff resourcing and its academic operations.
  • Extensive experience in major Capex projects with thorough knowledge of project finance, terminology and procurement principles.
  • Support the head of the pillar in communicating and achieving strategic objectives.
  • Monitor, coordinate, and communicate the strategic objectives of the pillar/department.
  • Identify areas of risk and implement mitigation strategies.
  • Ensure policies and procedures of pillar/ department align to objectives of the Sector/ NEOM.
  • Collaborate and communicate successfully with other entities outside of the pillar/sector/department.
  • Exceptional management of day-to-day academic operations.
  • Ability to lead team and influence business decisions.
  • Work with team and other staff members to develop a greater understanding of the pillar and any issues that arise, e.g.: In budget and/or procurement.
  • Develop and foster effective relationships with the pillar, sector stakeholders, and other entities.
  • Produce monthly, quarterly, and annual operational reports, variance commentary and corrective actions to achieve annual targets.
  • Lead annual budgets and quarterly forecasts exercise in line with finance expectations while coordinating internal timelines to achieve deadlines.
  • Report on monthly management accounts and variances on expenditure position, and ensure invoices are received on a timely basis and that projects are delivering according to CEO Implementation Plan.
  • Develop and Implement recommendations to improve processes and procedures in line with business objectives.
  • Proactively solve conflicts and address issues that could occur between the pillar/department, sector, and other entities.
  • Promptly respond to incidents and other events as necessary.

Project and challenge management (structural/ad hoc)

  • Drive or support the Budgeting Director /ED in ad hoc and/or structural programs, projects, or activities (e.g. sector initiatives, implementation delivery, communication, marketing etc.)

BACKGROUND, SKILLS & QUALIFICATIONS
Knowledge, Skills and Experience

  • Excellent verbal and written communication skills
  • Experience in working under little supervision
  • Professional IT skills including MS Office Suite, MS Project is a plus
  • Excellent knowledge of SAP and SAP Ariba
  • Project Management experience advantageous
  • Ability to thrive and meet deadlines in a fast-paced and sometimes high-pressure academic environment
  • Proactive problem-solving and attention to detail
  • Ability to establish and nurture beneficial business relationships
  • Self-motivated with a willingness to take initiative and solve complex problems
  • Capability to negotiate with and influence others
  • Analytically and mathematically minded analyzing data and create actionable reports

Qualifications

  • Bachelor’s degree (or equivalent) in accounting, engineering, business, management, or related field.
  • 10 years’ experience in a well-known University is mandatory.
  • Strong leadership qualities and ability to communicate across academic sectors effectively.
  • Ability to work across diverse teams within an academic environment.
