Background
The Global Partnership for Education (GPE), a multi-stakeholder partnership and funding platform that aims to strengthen education systems in developing countries, has recently appointed Save the Children Australia, along with Save the Children Indonesia, as the Grant Agent for GPE Multiplier Grant from starting from July 2024 to 2028 (4 years).
In preparation for implementing the Multiplier Grant, the Grant Agent is entitled to an additional Program Development Grant (PDG) to develop key strategic planning and program documents, adhering to GPE standards, from January to June 2024 (6 months) and during this stage, Save the Children Indonesia and Save the Children Australia, will collectively develop the comprehensive program design.
The purpose of the Multiplier Grant is to replicate INOVASI Phase 3 by the Department of Foreign Affairs and Trade (DFAT) in alignment with the priorities of the Indonesian Local Education Group (LEG), namely Mitra Pendidikan Indonesia (MPI), consisting of 15 members and co-chaired by the Ministry of Education, Culture, Research and Technology (MoECRT) and the Ministry of Religious Affairs (MoRA). The Co-Chairs have affirmed INOVASI’s consistency with the national education strategic plans.
The objective of the consultancy
Assist the Save the Children GPE team in managing the inception period of the program, particularly addressing administrative and financial issues.
Scope of Work
Finance Related
- Taking responsibility for addressing and managing financial requirements for the program activities.
- Conducting a thorough financial needs analysis for the upcoming month and seeking approval from the budget holder by the end of the month.
- Ensuring the accountability of budget utilization for activities in accordance with budget projection and SC or donor requirement.
- Collaborating with the finance team, when necessary, to develop budget plans for program activities.
- Prepare payment request according to SC procedures.
- Review field budget activities to ensure cost efficiency
- Issue, track and reconcile approved travel advances for field activities or assessment.
- Review advance reconciliation and claims for completeness and accuracy.
Administrative Related
- Organize and facilitate local workshops.
- Manage correspondence, contract preparation, and invitation distribution.
- Coordinate and arrange travel logistics for field staff.
- Take charge of scheduling staff travel for assessment purposes and program visits to designated target program areas.
- Coordinate with internal department involved in program administration and finance.
Proposed Timeline and working days (accumulative)
The total length of the contract will be 4 months.
Expected consultant qulaification
- 2 years of relevant professional experience in Administration and Finance
- Bachelor’s degree in logistics, business administration, supply chain management/management studies, or any other related field
- Experience in working in a complex environment.
- Experience in managing program workshop with limited support.
- Proficient with Finance Systems
- Multi-tasking skills
- Good written and verbal communications skills
